The ISR G2 will come out with better SPE boards, next year they tend to release the 200 and 250Mbps boards for the 3900 series. Thats no-where near the 1Gbps still :-)
Like said in this topic the first router to support 1Gbps of throughput is the ASR1002. Great box and I don't know, but I never saw the CPU hit anywhere near 100% even with services enabled (WCCP for example). The box is designed that only the bus speed is the limit. The cell-based CPU is really powerful and IOS-XE is a nice OS.
Indeed, to get a basic 1Gbps 'router', get a layer-3 switch, but be aware of the limitation in features!
