I believe it used to be a command where another clear was performed,
when the soft-reconfiguration didn't exist yet.
As you can see in the output below, that the command is now doing the
same thing. The only thing you accomplish with the 'soft' one, is that
you can clear inbound and outbound at the same time.

R1#clear ip bgp * ?
   all All address families
   in Soft reconfig inbound updates
   ipv4 Address family
   ipv6 Address family
   nsap Address family
   out Soft reconfig outbound updates
   soft Soft reconfig inbound and outbound updates
   vpnv4 Address family
   <cr>

R1#clear ip bgp * soft ?
   in Soft reconfig inbound updates
   out Soft reconfig outbound updates
   <cr>
