exactly on your topic and the obstacles that you will probably have to face.
page 73, "Difficulties with CIDR". Very interesting read, might give you
a better picture of the problem.

I don't know the rules for countries outside of the US, but in the US you won't be able to request a class C from ARIN, they only provide /22's or lower. Talk to your ISP (one of them) and see if they will be able to issue you the block. Depending on which ISP it is, documentation may be lax. Once you get our ASN and block, be sure to update the route registries so you can avoid unexpected results.
