I have seen this many many times before.
Do me a favour and remove the bandwidth statements on both tunnel
interfaces. Then see if it comes up.
The main cause from past experience is that somewhere along the path
there is not enough bandwidth available on a link for RSVP to create the
path. Sometimes a simple solution is removing the RSVP reservation off
and interface and re-adding it.
Also from your configs I don't see the metric-style wide command under
ISIS on some routers. You say it's there so I will take your word for
it.
Try what I suggested and let us know.

"No path to destination" can be misleading because it does not really
mean
there is no route. It just means it cannot calculate a path that meets
the
requirements of the tunnel. I am curious to see the full configs as well
