legacy FRTS ?

When the task asks you to configure FRTS and inputs are this:
router has an access rate (CIR) 128kbps and this router should be able to
burst up to its access rate unless congestion is experienced, in which case
it should down its rate, but under no circumstances this router should go
below 64 kbps (minCIR).
The answer is:

map-class frame-relay FRTS
   frame cir 128000
   frame bc 16000
   frame mincir 64000
   frame adaptive becn

My question is what does "router should be able to burst up to its access
rate unless congestion is experienced" mean? Shouldn't we use Be here?
Cause, here in legacy FRTS if you don't specify Be its value is 0. In
CB-FRTS if you don't specify Be then its value is Bc value.
Another thing, IOS doesn't calculate Bc value of its own Bc=CIR/8. If you
don't specify Bc it will be same as CIR. In real life scenario, what will
happened if you don't specify Bc in map-class?
