The Cisco gold partner documentation spells things out quite clearly

certification/specialization is sought and in good standing with Cisco."
"The only exception to this is for CCIEs/CCDEs. Partners may employ
full-time contracted employees (not to exceed 50 percent of the required
number of CCIEs/CCDEs) to fulfill the CCIE/CCDE certified personnel
requirements."
"During the audit, the partner must provide evidence of full time
employment for each individual playing a role in certifications and
specializations."
Note the use of "full time"
