Are you setup for SIP with your CME, are you trying to convert back to SCCP, are you trying to upgrade to a more recent version of SIP or just trying to get the phone to register?

Are you using CTL? The phone is looking for a secure Certificate Trust
List. If you're not running security, you should probably hard reset the
phone to get it back to the defaults.
