I am not using CTL, even I restore it to its factory setting several times.

Are you using CTL? The phone is looking for a secure Certificate Trust
List. If you're not running security, you should probably hard reset the
phone to get it back to the defaults.

it keeps look for the file CTLSEP000AB8C018A2.tlv, ,,, and I don't know what
is this file for, any advice?
