local preference < 100

helo,
i would like to set local preference value to smtg less than 100,
i did a route-map with set local-preference 90, then i've applied it
to the neighbors giving me the matched routes.

i can observe that i have local-pref 90 only in the local bgp database
where the route-map was configured,
rather, on my ibgp neighbors the local-pref is always 100 (90 was my
expectation)

by the way, when i set local-pref > 100 everything works as expected
even on ibgp neighbors.

why?
