There is no VPN in v4.0 for R&S. L3VPN is not IPSec it is a virtualization
of the routing table.

I would Go with Tony's recommendation of the 4 x 3560's/3750 with Dynamips.
You would probably want a cheap non-cisco switch that supports Dot1q to
break out your various routers to your 3750's. You can use 7206VXR in
Dynamips that will support the latest code. A $1500 workstation that can be
used for a lot of other stuff is a lot better to swallow then network
equipment you can't use for anything else.

Well MPLS L3 VPN you can definitely do with 3640s no problem. The zone
based firewall and IOS firewall are just feature sets of the IOS as far as I
know.
