It is not a cabling issue.
When I shut both g1/5 and g4/15 down, the port to be first unshut will
stay up and the second will stay down.
Right now, g4/15 is up and g1/5 down.

have you confirmed that it is not a cabling problem? Ie is you make
gi4/15 an access port and do the same for the other end does it come up?
