I think, I would look into the source and destination of traffic and the
possible paths taken. Any device invloved in the path involved should have
it and for CAT switches modify maps accordingly.
Police or shaping depends on the requirement. Police will provide maximum
guaranteed BW configured and drop extra traffic during congestion and
shapping will buffer it .Usually ISP implement Policing and Customer
shapping. Shapping is outbound and policing can be configured both ways
(double check) mostly for in coming traffic.
I think, for policing,, extra traffic is treated as default (normal) traffic
if there is no congestion.
