I think it boils down to knowing the technologies and how they interact with
each other. This is one of the keys to passing the lab. The lab is a series
of tasks that are put together in such a manner that there will be some
items that if the candidate does not understand the total of technology A
with technology B there will be a problem.

So I can see from one standpoint how the OeQ's could be considered a wayto
weed out those that might be able to memorize commands to meet a requirement
with out really understanding the underlying technology fully.

For instance, if you did not understand about OSPF fully but memorized how
to get the loopback to show up as a /32 in the routing table, you could meet
the requirement of the lab section. If asked to explain why this happens in
an question that candidate would probably have a problem.
