Yeah, it's been a while since I saw a dial-up access. :-)

You can check this link from Dial config guide

You config look good, as mentioned by Gavin. You may need to check a PC
configuration to make sure you start a PPP session. You can also try to
enter "ppp" EXEC command once you get connected to initiate a PPP session.

Windows Dial-up client configuration.
