It seems you're running c2600-i-mz.123-6e.bin, at this stage of the code, the feature that we're referring to was called Response Time Reporter (RTR). The commands will be very similar to IP SLA.

These routers does not support IP SLA features so is there is any alternative solution for my problem?
I have an idea (I don't know it is correct or not), is there is any command in Cisco routers that listen on the interface traffic and if this traffic goes below a certain threshold it will make a floating static route to win or change in Routers interfaces behaviors like make it down ??????????

Cyrus said a good point here. In order to track the physical interface you can also use either IP SLA or through HSRP standby track command to reduce the priority when ADSL link fails.

If u want to go through HSRP path , or even static route path which is
not a bad idea (I prefer that) be sure for either of them use ip SLA
to see if link is down or not, since it's an ADSL line and router
wouldn't realize line is down if u wouldn't use SLA for recognizing
far end down problem.
