IP Prefix-list

All,
I am studying for the BSCI exam 642-901. I came across prefix-list
commands in the Lab Portfolio and I was wondering where a prefix-list
can be applied?

As noted in the book a prefix-list can be applied to a neighbor
statement (is this for BGP only?) and I have seen some other posts
regarding prefix-list being applied to a vlan.

I have never used these statement before and I guess I am looking for
the constraints. Any docs would help, I looked at Cisco and only found
the command reference.
