There is this improvement request for IP SLA: CSCsc86447. It basically tells
you to use delay (down|up) under track configuration to manipulate some sort
of threshold you may need. I have read some articles advising the delay down
to be 3 times the frequency of the SLA, but I guess it all depends of your
environment and its criticality. I find myself still struggling with delay
parameters and what is the best value when comes to very unstable links. Also,
track has timers and for "rtr" it is my understanding the polling interval is
5seconds, so it is a mix of timers you have to consider.
