It is working perfectly now. Had to remove "aaa authorization commands" line

 Thank you Nick. I tested with aaa enabled in dynamips and you are right,
seems to be authorization related. The production aaa configuration is:

aaa new-model
!
aaa group server tacacs+ ACS
 server 10.10.10.1
 server 10.10.10.2
!
aaa authentication login default group ACS local
aaa authentication enable default group ACS enable
aaa authorization config-commands
aaa authorization exec default group ACS local if-authenticated
aaa authorization commands 15 default group ACS local

Now, only specifying an user would work? Like: "event manager session cli
username marina"
