I do not see active as an option ... active will be 'on/active' when you
configure the header compression. See link:
http://www.cisco.com/en/US/docs/ios/wan/command/reference/wan_f1.html#wp1015614
The command must be configured on both sides, you can not configure only one
side. One side active (configured for header compression) and the other
side is passive or configured for it. I seem to remember a reference to a
bug where the 'passive' option did not work. Passive really meant
'on/active'. I do not know if this was fixed ...
