ISPF only calculates those elements of the SPF tree that have changed or are
affected by a change. This saves time and CPU use on the router it is
enabled on as it doesn't have to recalculate the full SPF algorithm for
stable network sections.

I don't know of any reason not to enable it everywhere in theory or in
practice, so if anyone has one I'd be glad to learn it.
