NEXT_HOP behavior in a confederation

R0-------R1------R2--------R3---------R4----------R5

R0 - AS 100
R1 - AS 64512 (member of confed id 200)
R2 - AS 64512 (member of confed id 200)
R3 - AS 64513 ((member of confed id 200)
R4- AS 64513 (member of confed id 200)
R5- As 300

There's no next hop self configured on any of the routers inside the
confederation.

The next hop for R3 to reach R1's loopback is not R2 BUT it is R1. So does
this mean to say that the next hop behavior doesnt change throughout the
confed
