Hi,
It sounds like you probably just want to enable the multicast boundary command on s1/0, assuming you want to scope your domain to that interface. The BSR border command is going to scope BSR specific link-local PIM-ROUTERS (224.0.0.13) communication on whatever interface you enable it on.
