Correct, the written test is still very much version 2 so the study materials
are 'up to date'. The quotes of course because that means passing the exam,
not what the current state of technology is in the real world or on the lab.
Cisco will eventually update the test and us our workbook as we've done with
the lab technology and advanced lab books.

Time allowing, some V3 topics (GET and ZBF in particular) are included in the
live written bootcamps just to give students exposure to things they'll
certainly need for their lab.

The CCIE Security Written is still having V2. The versions between
Written and Lab do not match.
I guess the V2 blueprint is good enough, so they won't change it.
That means all materials are still up to date.
