Yes Its true that router will form neighborship in the case of one side ospf
network broadcast and other side as Non_broadcast with adjusting timers
....as Broadcast side router will intiate neighborship process.
But its strange to knw that Both sides are non-broadcast and still you are
able to see ospf neighbor on it.

Neighbors are discovered using multicast hello packets.successful neighbor
discovery on a segment, the network must allow broadcasts or multicast
packets to be sent.

Kindly confirm your layer 2 configuration .....can you paste your config
here to verify ???
