Open Source vs Close source.!

I have worked on both solutions. I'm open source nerd.

If you only need just the dialtone then go for Asterisk cluster. I have
built a cluster of 8 asterisk server for 4200 users. Initially They have
saved some substantial cost there. We advised them to hire a RHCE person to
maintain the cluster.

If you need a funky features like Cisco SCCP has in CUCM then you'll never
look back in Asterisk.

for low budget you may go for Cisco CUCM-BE with CUWL licensing for upto 500
users. CUCM-BE has basic presence and voicemail builtin in the same box. All
is linux based (Redhat), unlike creppy microsoft.
