While the other side is down, your output in another post didn't show
admin down, so they aren't shut.
Post the "show run int (intf)" from each side here.
Are you sure these interfaces are physically connected to one another?
Default the interfaces and do "show cdp nei" to verify basic
functionality before adding channel group.
