You might have to play with different idlepc values - some values I've
picked in the past didn't always play well once I loaded multiple routers.
I had to go back and try a couple different ones. I usually put the idlepc
value in my device section of the .net file so that all the routers of the
same model get the same idlepc - make sure you didn't put it in one router
section, but not another.

It definitely sounds like an idlepc issue as your machine should be able to
handle it. Is yours a Duo core or Quad core CPU?
I'm running 11 routers (under linux) on a quad core 2.4ghz CPU with 8 gigs
of RAM. Completely idle, it takes about 25-30%.
