'sh ntp status' shows the stratum of the local NTP server. This will
verify the locally configured stratum value.

'sh ntp assoc' shows the stratum of the "upstream" time source, in
your case the local system clock. The local system clock's stratum
will always be (locally_configured_ntp_master_stratum)-1.
