Having looked at this question for several years now:

1. Yes they are in sequence.

2. Be careful - if a person took the exam on Jan 1 and does not immediately
pass due to say a re-regrade or "late/slow" grading then that person will
get the next available number.

I find the number of CCIE's getting numbers inconsistent with the word I've
heard come out of Howard's mouth (assuming he was speaking of current time
and not years ago - a lot of years ago).

CCIE's are passing fast.

If each lab has say 15 seats for RS Candidates and there are say 10 Labs...

150 Candidates and then 10 per day on average pass...

The statistic just went up a bit to about roughly say... 6% versus the Cisco
traditional default number of say.... 3% that they use for "EVERYTHING".

Numbers above are pulled from a hat - but ask people from each center how
many seats are available.

For instance: RTP has 24 total seats - but not all are always filles - some
days may only have 5-12 candidates across all tracks.
