Many times these types of issues are often either an interpretation issue, command mishap/ forgot a command, or something with the IOS version.
The common reasons why a BGP route is not installed in the routing table are:
Synchronization is enabled and the route is not known by an IGP
RIB failure
NEXT_HOP is inaccessible
AS_PATH includes the local AS; eBGP loop prevention
Attempting to readvertise iBGP-learned routes to iBGP neighbors; iBGP split-horizon
Rejection by inbound policy; route-maps / filters, etc.
'no-export' or 'no-advertise' set on the route
