You probably have a PVMD2-16 installed in the 2811? Router. It doesn't really matter what you do with the DSP resources, the ones that are used for channeling are shared resources. Meaning, even if you only had to have two calls up, in your case you'll still need a PVDM2-32 just to enable your E1 PRI. Once you have the 32 DSP channels, you can use them for conferencing or transcoding or calls (of course), but you need all 32 signaling resources to get there.

Here's an output from a voice gateway:

You might be better off doing a show inventory for an easier to read output of what DSPs you current have installed.

 Have you already configured you Media Resources on the Gateway? If you have, I
would also lower the number of assigned resourcesto your conferencing and MTP/
Transcoding.

Can you send a show run?
