What are you hoping to achieve? What are you using IP SLA for --
traffic generation / verification?
Don't you want your dest-ipaddr to be a multicast group address?
You can't use an all-1s broadcast as the IP SLA udpEcho dest-ipaddr.
If you need to convert _from_ a broadcast, you can directly reference
this traffic in the helper-map statement on the interface that sees
the broadcast.
