I think this is when you use one of the conditional trust methods. For
example, when the switch is configured to trust a cisco-phone and a
cisco-phone is not attached, then it will become disabled:
SW1#sho mls qos int f0/1 | inc flag
trust enabled flag: ena
SW1#conf t
SW1(config)#int f0/1
SW1(config-if)#mls qos tru device cisco-phone
SW1(config-if)#^Z
SW1#sho mls qos int f0/1 | inc flag
trust enabled flag: dis
SW1#conf t
SW1(config)#int f0/1
SW1(config-if)#no mls qos tru device cisco-phone
SW1(config-if)#mls qos trust cos
SW1(config-if)#^Z
SW1#sho mls qos int f0/1 | inc flag
trust enabled flag: ena
