DOC CD has been updated recently
The configuration guide of the security section is now divided into 4 parts:

Security and VPN

    * Cisco IOS Security Configuration Guide: Secure Connectivity, Release 12.4

    * Cisco IOS Security Configuration Guide: Securing the Control Plane,
Release 12.4 New!
    * Cisco IOS Security Configuration Guide: Securing the Data Plane, Release
12.4 New!
    * Cisco IOS Security Configuration Guide: Securing User Services, Release
12.4 New!

The command reference however is still under a single entry:
Security and VPN

    * Cisco IOS Security Command Reference

I recommend people reading Securing the Data Plane section as it is the closest
to the R&S track
