Mike,

The router will not send a multicast packet out of the same interface on
which it was received. If you use sparse-mode you can use pim nbma-mode
which allows the outgoing interface list to be populated by neighbor. You
can also use p2p subinterfaces or some type of tunneling. Also, remember
static mroutes will not populate the OIL, they only help in RPF checks.
