At first, I thought that this is due to the context.
In the document they are describing a situation when Eth1 is receiving
specific updates and then sending them back as a summarized route
But then I didn't see any exact connection.

So this is just a documentation error. On the end of the document there is a
box, where you can submit suggestions or corrections. They do look at those
and process them.
