Normally signaling should be reserved using "bandwidth 512000' (for example)
command and the RTP stream should be given priority using 'PRIORITY"
command.
I've worked on many softswtich so they may be having both RTP and Signaling
terminated in them.
As you've mentioned HLR signaling & replication - it will depend what are
the maximum delay/requirement for that perticular protocol. If you are not
sure about the perticular protocol behaviour then it would be safe to put
all signaling traffic in priority queue e.g. using "priority 512000"
command.
