Two problems here,
1st, you cant test the backup command by shut'in the interface on which the
command is configured.
That does not trigger the backup command to initiate the failover. So
another method should be used,
to bring the interface state down, and that will depend on what type of
interface you using.
2nd, to answer you question, the backup tracks interface state, a FR
physical interface will be up,
once it receives LMI from the frame-switch, regardless if the DCLI's are
active, or deleted. This is
why a FR sub-int is required. With a sub-int when your DLCI goes down so
does the state of your
sub-int, which is tracked by the backup command, and then the fail-over can
kick in.
Are you using a real frame-switch? or just a back-to-back serial?
With a FR switch? if so to iniate you fail-over shut the connecting port on
the FR-switch,
If you using back-to-back cable, then you can shut the interface on R2 to
have you backup cmd kick in.
