RE: G.703 -> V.35 Compatibility

Dear Jerry,

The SP put the modem as unframed - the line protocol still wasnt coming up.

The loop test on the entire circuit and each segment seperately was done
successfully, but still not line protocol.

Do you think the converter is needed here?
