There is no reason for Cisco to pull the individual certification.
It's not the CCIE person that breaks the rules, it's the Cisco
partner. Besides, if the CCIE person is not officially associated
with company X, Cisco does not even know about it.
Now, about the ethics. If I was that CCIE person, my only desire
would be that both companies know what I am going to do. If both are
fine with this, what's the problem? Of course, the hiring company
might have indeed some problems with Cisco, because this does break
the rules.
On the other side, this practice is not that good for the CCIE
population, because if one Cisco partner can rent a certification, it
will not pay a CCIE full time. Not to mention their customers will be
deceived.
