Yes, 30 days after the day following your lab date. So 31 days from your actual lab date.
Don't know how picky they are but I accidentally scheduled an exam at VUE one day earlier than the required waiting period a few years back and I got a "nasty" letter from Cisco a couple of weeks later saying that if I did that again I would lose my certs.
