Actually local pool is an option instead of DHCP but unfortunately we
end up in other issues with Local pool.
The issue with local pool is the the ip address learnt via Local Pool
(IPCP) default to a /32 subnet .
This will have problems with OSPF neighbor realtionship.
However Faris has a solution for the DHCP issue , by specifying the
Client Identifier in the DHCP scope and it works fine
