C-RP group-list deny does not work ?

Folks,

Did someone try using "deny" in the "ip pim send-rp-announce .." command ?

I wanted router R1 only be C-RP for *all groups except 239.0.0.0/8*, but the
deny didn't work.

Eg:

ip pim send-rp-announce loopback0 scope 10 group-list 100
!
ip access-list standard 100
  deny 239.0.0.0 0.255.255.255
  permit any
