I am not sure of the best practice but there are couple of things to
pay attebtion to.
1. gts at the interface level will treat all pvc's together cumulatively.
2. frts applied at the interface level will set the same rate for each pvc.
3. frts applied to the pvc sets tht policy on that pvc, but a default
rate of 56k will be set on all other pvcs.
please correct me if I am not understanding this.
