Joe,
The "bgp confederation identifier <main AS #>" is required on all members of
the confederated AS. This command really identifies the AS everyone belongs
to and will use when peering with external AS devices.
The "bgp confederation peers <sub-AS #>" is only required on edge devices
that will have peerings with other sub-autonomous systems. It is not
required on all members of a confederated AS, only when the device is
peering with another Sub-AS within the confederation.
Were you talking about the 2nd command? I would agree that not all routers
will need the "bgp confederation peers" command.....

I have always configured it on all my confederation routers but I just ran
into a lab where the routers in the confederation that were only peering to
routers in the same confederation did not have it and it threw me and made
my head hurt : )
