Steps will be as below
QoS marking on ingress point
Packet forwarding towards GRE Tunnel for the ultimate destination
Packets encapsulation through GRE Tunnel
Packet forwarding for GRE Tunnel destination towards physical outgoing
interface
Note: Router will check for Layer 4 information if reqd.
Simple :)
