You have to keep trying different values. This method worked for me. Try
starting 4-5 routers instead of just one and for one of them calculate a new
idlepc value. If you get a good one write it down and then in the .net
file. Add it under the router int he .net file like this:
[[3640]]
chassis = 3640
disk0 = 64
disk1 = 64
image = C:\dynamips
files\images\c3640-jk9o3s-mz.123-14.T7.extracted.bin
sparsemem = True
idlepc = 0x60530a58
[[3725]]
disk0 = 64

ram = 148
sparsemem = True
idlepc = 0x60bec7a8
Restart GNS3 and see how things run. You have to keep trying, It's a lot of
trial and error.
