refuse-message works with rotary only ?

Hi group

I tried the "refuse-message" command as follows

line vty 0 4
refuse message @
GO BACK .. COME LATER
@

I noticed that this never kicked in ,, Was surprise for me

But then i tried something diff as folllows

line vty 0
rotary 23
 refuse message @
GO BACK .. COME LATER
@
!

Now this is working ..
Please clearify ...
If this is feature ; then in exam are we supposed to ask abt the non-default
port number for telnet or use anything
