Yes, you are right about the sequence numbers and acks. More here about
EIGRP reliability:
As for the IP protocol number, its just the identifier in the IP packet for
EIGRP. Just as TCP uses 6, UDP uses 11, and so on...more here:

I am not sure there is a literal connection between EIGRP reliability and
the IP protocol number.
