Hey Han,

Yes rip will advertise this summary route *only *to connected routers on
interface f0/0.

Difference between summary command within rip global process and interface
level is that Global rip summary command advertise that summary address to
all RIP neighbors .

And Interface level ip summary-address rip command advertise summary address
to connected rip neighbors on that particular interface .

for metric related query , i totally agree with Scott .
